Information

Mace has been providing project management, contract administration, IT consultancy, move management, CDM coordination, facilities management and change management advice for the refurbishment of client Hampshire County Councils' headquarters in Winchester. The project aims to improve the energy efficiency and reduce cost of the councils main office complex.

When completed, the refurbished Ashburton Court will accommodate almost twice as many staff through the use of flexible office space. Energy consumption will be reduced by around 50%, with the Carbon Trust using the project as a case study of sustainable office refurbishment. This refurbishment is the largest and most complex project ever undertaken by Hampshire County Council and it is hoped it will be the catalyst for new ways of working at the Council's other offices.

The scheme provides a modern, sustainable engineering solution by using state of the art heating, cooling and ventilation control systems. The detailed coordination and collaborative working between the design team, contractor, client and end user departments has been a key feature of the project and ensured a seamless handover from construction into fit out and use.

Mace has acted as Hampshire County Council's strategic partner, forming Improvement and Efficiency South East (IESE), and both organisations are working together to deliver this major programme combining business transformation with property asset management. This project can be seen as a demonstration for IESE (formerly SECE) and used to show local authorities throughout Southern England what can be done with a poorly performing, ageing building and a pro-active approach to property asset management. It has attracted huge interest from other Councils with a number of other commissions being awarded to the IESE team.
